There is a regular group of people playing the game at most hours of the day, I don't know how many. A few dozen regulars and hundreds of guys who play every once in a while.
At least in Europe it has been possible to get a game going at any hour I have tried. American and Australian hours might be more quiet. You can get a picture of the level of player activity by looking at "Matches played" in the multiplayer lobby.
The game is fine but it requires skill and learning the rules and tactics. It's not a very casual player friendly game. To have any success you must put some effort into it -- or be very lucky. Many reviews reveal that the reviewer does not understand the game and doesn't really know how to play it. When you bother to learn it, it's an exciting and a very deep strategy game with near infinite variety and lots of surprising situations and sudden turns of fate.
