DB needs a tournament system, this is true, but that's the only feature missing from the BB games that I miss. But it also includes a damned good dungeon editor, which BB has never included. So I'd say that it is, pretty much, a full game.
Since buying BB:LE I've had several hundred hours of game play out of it - some of the guys at UKBBL have played thousands of hours - that's damned good value for a £30 game. If I get even just a third of the gaming hours out of DB that I've got from BB then it'll easily be worth spending on £30.

If the rulebook included cardboard cutouts for all the teams then your example would be valid. As it is Cyanide provide more than just the rulebook - if you just want that I'd recommend FUMBBL instead (though I'm disappointed that they don't have bombardiers included in their game yet).
